Project Management Plan

Purpose

The Project Management Plan provides a statement of how and when the Projects objectives are to be achieved by defining major deliverables, activities and resources necessary to complete the Project.

The Project Management Plan will be used as a basis for the management and control of the Project.  It will identify the controls and reporting mechanisms.

This plan will be used to monitor and report on the Projects progress and performance.

The Project Management Plan is to define the methodology, process and procedures that will be used on the Project to conform to the following Management Procedures:

·       Overview of Project

·       Investment Planning

·       Terms of Reference for Project/Project Boards

·       Governance Reviews

·       Project Management

·       Project Control

·       Project Status Reporting

·       Assets in the Course of Construction (AICC) ,

·       Risk Management

·       Phase Review Process

·       Project Closure ,

·       Project Change Control ,

·       Stakeholder Management ,

·       Project Management Plans

·       Project Schedule Generation and Maintenance ,

·       Concession Management

The Project Management Plan will provide assurance that the processes are being correctly implemented and that the requirements within these processes will be met.

Derivation and Source Requirements

The Projects requirements (as defined by the Cardinal Point Specification), Phase plans and processes [as listed above] will be used to derive the Project Management Plan.

The structure and content of the Project Management Plan will be reviewed to ensure that Phase specific information is defined by the Phase Management Plan.

The Project Management Plan will be derived using the above processes and Deliverable Breakdown Structure.

The Project Management Plan will be developed as the Project is implemented. For example, the Project Management Plan developed during F&O will focus on F&O and not contain specific details about the Implementation and Transition Phases.

Composition

Phase specific elements of the Project Management Plan will be defined by the Phase Management Plans.

The Project Management Plan will reference other defining documents for example the Communications and Risk Management Plans.

The Project Management Plan will define or reference:

·       The Quality Criteria for the Plan, objectives and definitions,

·       Stakeholders and Stakeholder Management philosophy

·       Acceptance and success criteria for each Phase

·       Project Strategies – how the requirements will be satisfied and met,

·       The Project’s Life cycle

·       External dependencies and constraints on the Project.

·       The governance and reporting strategy, including, Project (Phase) Review Plan, Governance reviews, Project boards, Project progress meetings and Customer consultation.

·       Hierarchy of documentation.

·       Safety strategy,

·       Training strategy,

·   Spares and maintenance strategy,

·      Design and development strategy,

·       Procurement strategy,

·      Installation strategy,

·       Test and Integration strategy,

·       Transition strategy,

·    Asset delivery strategy,

·       Acceptance strategy,

·   Decommissioning strategy,

·       A work breakdown structure defining dependencies, entry criteria and exit criteria for each phase and stage.

·    Key project milestones including completion criteria

·       Project management and control including: Financial management, Estimating, Interfaces to management systems, Project planning, Work breakdown structure, Task allocation, External supplier management and control

·     Risk management

·       Organisation including an organisational chart, Roles and responsibilities

·       Safety plan

·       Quality plan including Concessions and Configuration management & change control and, Audits.

·       Health and safety including, Electro Magnetic Compatibility (EMC) and Site specific installation requirements

·     Document review/sign off matrix (RACI Matrix)

·       Project deliverables.

In addition to the above the Project Plan will include the following dynamic items that although they form part of the overall Project Plan they will be defined in other deliverables:

·       The Schedule including Gantt/bar charts and Activity networks (dependency diagrams),

·       Estimate and Spend Profile including budgets for each major phase and deliverable.

·       Resource requirements,

·       Contingency and Risk Mitigation Plans.

Quality Criteria

Does the Project Plan completely and unambiguously define the Project?

Could a third party without seeking further guidance from the Project Team implement the Project?

Does the Project Management Plan support management Processes and provide assurance that the requirements within these processes will be met?

Has the Project successfully completed a Project Review as part of the Phase Review Process?

Are all the major activities defined and understood including entry and exit criteria?

Are all of the assumptions credible and when will they be validated?

Does the Project Management Plan support the Project Mandate and Cardinal Point Specification?

Does the Project Management Plan, Deliverable Breakdown Structure, Work Packages and Schedule all align?

Does the information within the Project Management plan align and support the information within the Phase Management Plans?

Quality Method and Skills

The Project Management Plan will be defined by the Project Management Team and reviewed by the Team Leaders.

The Project Management Plan will be subject to the Phase Review as part of the Project Review.

The Project Management Plan will be reviewed and updated at key points (to be defined) to ensure that it is still valid and supports the Cardinal Point Specification.
