Systems Tender Specification

Purpose

The System Tender Specifications will completely and unambiguously define requirements in terms of system and contractor activities. The tender specifications will be used by the Tenderers to develop their proposal including technical solution, plans, costs and schedule.

Derivation and Source Requirements

The Systems Tender Specifications will be derived from the appropriate System Design Document, the Project Management Plans and Schedule.

Where possible previous or existing specifications will be used to derive the specifications.

The tender specification will be used to form the Contract Specification.

Composition

The Systems Tender Specifications will follow the same structure and format of the Tender Specification as defined by the ‘Project Tender Evaluation Phase Deliverable Breakdown Structure’

That is these tender specifications shall consist of:

·       Proposed Terms and Conditions (including any schedules),

·       Volume 1 – Operating context,

·       Volume 2 – Technical Specification,

·       Volume 3 – Acceptance and Assurance Requirements,

·       Volume 4 – In-service support and maintenance requirements.

The compositions of these documents are defined in more detail in the ‘Project Tender Evaluation Phase Deliverable Breakdown Structure’

If necessary the composition will be adjusted to match the type, size and value of each procurement.

Quality Criteria

Is there sufficient information for the Tenderers to provide a complete response?

Does the tender specification align and support the Project Management Plans and the System Design Definition?

Do all the Tender Specifications, including the Tender Specification support and align with each other, for example, are all the dependencies and obligations defined and aligned, are there any omissions across the specifications?

Can the project effectively and efficiently support our obligations as defined by the Specification?

Quality Method and Skills

The System Tender Specifications will be derived by the project team and subject to peer review.

Depending on the size and scope of the specification this may be subject to a review by Legal representatives.
